Procedure for Registering New Inmates

Q1: What is the procedure for registering a new juvenile inmate?
A: The detention house receives and registers a new juvenile inmate pursuant to the procedures listed below:
1. The detention house checks and confirms the escorting warrant, command instructions for carrying it out, detention warrant or referral letter signed by the public procurator or the court, and verifies the identity of the new inmate by examining his/her identification documents.
2. The detention house examines the new inmate, his/her clothes and the items he/she is carrying. Except for the items that have been examined and approved to be taken into the detention house, any other items such as money and controlled or valuable objects shall be given to the detention house for safekeeping or taken by his/her family members. For a female juvenile inmate, the above-mentioned examination shall be conducted by a female controller.
3. The new inmate receives a health examination to determine if he/she has any disease or injuries.
4. The new inmate is told the rules and is allocated to award after the relevant documents have been completed.

Q2: When is a new juvenile inmate allowed to buy daily commodities?
A:
1. The General Affairs Section of this facility will purchase the daily items for the juvenile inmates after their admission to this facility.
2. Relatives of the juvenile inmates may also send personal toiletry items, daily necessities, and fresh clothing to the inmates in the visiting room and the facility will transfer those items to the respective juvenile inmates, or they may send money to the juvenile inmates so that they may purchase the items they need.

Q3: What meals and articles are provided for juvenile inmates by the correction organization? How should inmates arrange for themselves if those provided meals or articles are insufficient for their needs?
A:
1. The correction organization provides three meals, drinking water, public tableware, bedding, uniforms (including a jacket), etc. once the juvenile inmate has entered the correction organization.
2. In case the juvenile inmate does not have sufficient daily necessities, he/she may buy what he/she needs from the organization. If the juvenile inmate does not have money, the organization will provide him/her with courtesy daily necessities. Less fortunate juvenile inmates may apply with this facility for poverty aid. The organization shall provide him/her with daily necessities for free.
3. If a juvenile inmate has special needs for daily necessities (such as an artificial limb, walking stick, dentures), the juvenile inmate may file an application with the organization. After approval of the application, the organization will order the requested item for the juvenile inmate. The juvenile inmate may also ask his/her family to send the needed item to him/her through the reception room or apply for delivery by parcel.

Q4: Are there any rules on the items that a new juvenile inmate is allowed to take into the detention house?
A:
1. As the space of a ward is limited, the items allowed to be taken into the detention house by a new inmate are restricted to daily necessities. The inmate shall not take any more than he/she needs.
2. Money: In the detention house, a new inmate only has to pay for daily necessities, clinical registration and individual contribution for health insurance, so the inmate does not have to take too much money with him/her.
3. Medicine: The medicine that a new juvenile inmate is allowed to take into the detention house shall be crucial for his/her medical needs. Any medicine shall be accompanied by its complete medical bag, the certificate of diagnosis issued by a hospital, and the doctor’s prescription. Furthermore, the medicine, complete and unpacked, shall be submitted together with a description of the medicine’s ingredients to the doctor of the nursing room of the detention house for assessment and examination. The medicine, once approved after assessment and examination, will be returned to the juvenile inmate and allowed to be taken into the detention house by the juvenile inmate. The aforementioned medications being brought in to this facility are limited to two weeks of consumption as prescribed, or up to the consumption for three months as prescribed.

4. Personal identification documents, underwear, National Health Insurance Card, socks, towels, soap, toothpaste, tooth brush, envelope, letter paper, toilet tissues, books, and magazines are allowed to be brought in. Special items (such as artificial limbs, artificial eyes, and dentures, etc.) are allowed to be used after being inspected and authorized.
5. All clothes and personal belongings taken into the detention house shall be submitted for inspection pursuant to the following principles:
(1) The inspection is conducted to check the completeness of a piece of clothing and the demand of the juvenile inmate. Any object that violates the organization’s order and principles, impacts guarding safety, contains prohibited items or is difficult or unable to be inspected, or the quality of which is changeable, or the original appearance and function of which is destroyed after being inspected, is not allowed to be taken into the detention house.
(2) Electrical appliances are not allowed to be taken into the detention house.
(3) Underwear, socks, towels, and related items shall be soaked in water and unpacked for inspection.
