Important Notice on Delivery of Food and Other Items

Q1: What are the rules and regulations governing the delivery of food and beverages to juvenile inmates?
Answer:
I Food and beverages could be delivered under the following principles:
(I) Prior inspection on the food and beverages is required and each delivery is limited to 2 kg.
(II) Food and beverages that may jeopardize the health of the inmates, contain restricted items in concealment, or cause disruption of the discipline of the entity are not permitted. Examples are items with alcoholic content or uncooked food.
(III) If the food and beverages for delivery are “impossible to inspect” or “of deteriorating quality or cannot be consumed after inspection”, delivery is not permitted:
1. Tea leaves.
2. Food in crystal or powder form (such as table salt, sugar, milk powder), liquids, and frozen foods.
3. Unsliced fish, meats, or uncut long-stem vegetables except those that can be chopped, cut, sliced, and segmented by the delivery person.
4. The shells of shell fish and nuts must be removed by the delivery person before permitting them to be sent in.
5. Canned food must be opened by the delivery person and placed inside transparent plastic bags with the fluid removed for delivery.
6. Any other kinds of food and beverages objectively deemed impossible for inspection or that the quality may turn bad or can no longer be consumed after inspection.
(IV) Fruit must be peeled or sliced or with the pericarp removed for delivery.
(V) The physical appearance or taste of food may be spoiled in the process of inspection, and may be delivered at the consent of the delivery person after being informed by the staff of the facility of the method of inspection and possible outcome.
II Information on the identity, relation to the inmate, and the names of the items for delivery, the quantity, and the source of purchase of food and beverages must be specified in full detail or they shall be construed as food and beverages prepared by the sender. Delivery is permitted upon the authentication of the identity of the visitor by the staff of the visiting room.
III If the food and beverages delivered are found involved in illegal activities, the party concerned shall be liable for legal consequences.
IV Food and beverages with an unknown sender or address or rejected by the juvenile inmate will be returned. Items that cannot be returned will be confiscated or dumped at the resolution of the administrative meeting of the facility (hospital, center, school).
V No food and beverages are allowed for delivery to inmates ordered for observation of withdrawal from addiction.
VI Food and beverages delivered to defendants restricted for visit are permitted from next of kin only. The next of kin of these defendants shall bring along their identification documents for delivery with the food and beverages for the inspection and authentication of the facility staff.

Q2: What are the rules and regulations governing the delivery of daily necessities to juvenile inmates?
Answer:
I Daily Necessities: Socks and towels are limited to 1 piece for each instance, and are permitted for delivery for a second time only after wearing out. Three pieces of soap, toothpaste, toothbrush, Chinese ink, and ink are permitted for each delivery. Envelopes are limited to 50 pieces, letter paper is limited to 100 pages, toilet tissue is limited to two packages for each delivery. Three books and magazines are permitted for each instance except those concealed with restricted items or any others not permitted by the correctional facility. Books and magazines containing elements that hinder the inmates from correcting their mistakes are also not permitted for delivery.
II The principles of mailing (delivery) of items:
(I) The above content and quantity of daily necessities may be delivered through the window of the visiting room after proper registration for visiting. If the juvenile inmate has no relatives to handle the delivery, he or she may petition in writing beforehand for the delivery of the above items by mail.
(II) If a specific juvenile inmate has items of special need (such as eye-glasses or a walking cane), he or she shall petition in writing beforehand. These items can be hand-delivered through the window of the visiting room or delivered by mail.
III Items which are of concern for the security of the facility or impossible or difficult to inspect, conceal restricted substances, or cause disruption to the discipline of the facility are prohibited for delivery. If the items delivered are found involved in illegal activities, the sender shall be liable for criminal prosecution.
IV An application form listing the items for delivery shall be prepared for sending in items containing information on the name, ID card number, address, and relation with the inmate of the sender, and the items names and quantity in full detail. The sender will be admitted to the visiting room for delivery of the items after authentication of identity and inspection of the items by the staff of the visiting room staff.
V If the property delivered is found inappropriate, or the name and address of the sender is unknown, or rejected by the juvenile inmate, the property will be returned. Property that cannot be returned will be confiscated or dumped at the resolution of the administrative meeting of the facility (hospital, center, school).
VI Items delivered to defendants restricted for visit are permitted from next of kin only. The next of kin of these defendants shall bring along their identification documents for delivery with the food and beverages for the inspection and authentication of the facility staff.

Q 3: Is it possible to deliver electric appliances to juvenile inmate?
Answer: Electric appliances are controlled items and are not daily necessities for the inmates. In addition, juvenile inmates are not the same as other inmates and are not permitted to possess electrical appliances. Therefore, relatives cannot deliver electrical appliances to juvenile inmates.

Q 4: Can the relatives of inmates restricted for visit deliver or mail food and beverages, books, or daily necessities to these inmates?
Answer:
I The spouse or next of kin (only with proof) of the inmates restricted for visit may deliver food and beverages (limited to 2 kg), books (limited to three softcover books with no hand-written notes or symbols), cash (limited to NT$8,000), clothing, or other daily necessities to the inmates with the presentation of ID card or other document for proof of relation with the inmates (household registration record or certified true copy of the household registration). The delivery person should submit a photocopy of their ID card for initial delivery for subsequent confirmation.
II In general, inmates prohibited for visit can buy their own daily necessities, or the facility will provide them if they cannot afford to buy them.

Q 5: What will be the procedure for delivery of parcels by mail and important notices?

Answer:
I Juvenile inmates should fill in a report on application for delivery of parcels by mail and the details, specify the names and quantity of the items, and send the list of items to a designated relative at the approval of the facility.
II Relatives of juvenile inmates may deliver parcels to them by mail or hand-delivery at the time of visit. The items delivered shall be congruent with the items and quantity on the list with the listing of the items pasted on the front side of the parcel.
III For incoming parcels by mail without application for approval, without the attachment of the mailing bill, or if the kinds and quantity of items delivered do not conform with the approved items and quantity, the identity of the sender does not conform to requirements, or restricted items are concealed inside the parcel, the facility will return the parcel at its own expense, and refer the parcel for custody or voluntary discard.
IV In general, items for delivery by mail should be limited to daily necessities. Special items may be delivered only upon approval. Luxurious items at high price are not permitted to be sent in and delivered items cannot be a concern for the discipline of the correctional facility, jeopardize the security and safety of the facility, be concealed with restricted substances, or contain elements affecting the juvenile inmates in the correction of their mistakes.
V If the delivered items are found involved in illegal activities, the party concerned shall be liable for prosecution by the district court or Prosecutors Office.
